WINCHESTER — The city of Winchester is hard at work on accomplishing its strategic planning goals.

Renovations are progressing on schedule. Crews are working on interior framing in the upper-level apartments.

Electrical, plumbing, HVAC and elevator shaft construction is nearing completion.

Following the completion of the elevator shaft, the rear porches will be constructed.

Two relics were recently found in the walls during the renovation: a piece of stationery and a ticket from the 1890s. See them online at

Parking meter changes

The implementation of the downtown parking meter changes took effect Monday.

They include: Meter enforcement hours extended by two hours to 9 a.m. to 6 p.m., Monday through Friday only; digital meter rates in designated locations displaying a red label will increase to 75 cents per hour.

INSIGHT Citizen’s Academy

The city’s 2013 INSIGHT Citizen’s Academy program begins Aug. 1. Meet new people and get an up-close view of the internal operations of your local government through facility tours, interactive activities and discussions with your elected officials and government leaders.

Sessions are held one day a week (either Tuesday or Thursday) from Aug. 1 through Nov. 14.

Cost to participate is only $25 and includes dinner each week.

Upcoming events in  Old Town Winchester

Friday Night LIVE – July 12, 6-11 p.m.

Have dinner in Old Town and then come by the Cork Street or Hable parking lots to enjoy six bands, beer gardens, pong, and corn hole.

Plus, street performers will be throughout the entire Loudoun Street Mall.

Salute to Our Troops Parade & Celebration – July 20. This new event will honor our nation’s troops, past and present, with a parade in Old Town Winchester at 1 p.m. and a celebration on the Loudoun Street Mall from 2:30 to 6 p.m.

The third annual Shenandoah Moonlight Ball will also be held in conjunction with this event from 6 to 10 p.m. Learn Civil War period dances taught by the Victorian Dance Ensemble while enjoying live music by the Susquehanna Travellers.
