Man accused of indecent act gets bond

WINCHESTER — A city man was granted bond Monday after being charged on Friday with performing a sexual act in Jim Barnett Park.

Joshua Whirley, 22, of the 1000 block of Franklin Street is charged with indecent exposure and actual or simulated masturbation in public.

He appeared on Monday via video in Winchester General District Court, where he was granted a $5,000 secured bond.

As of Monday evening, he had not posted bond and remained in the Northwestern Regional Adult Detention Center, according to a jail official.

According to a criminal complaint filed in the case, officers responded to the park’s walking trail around 11 a.m. April 7 for a report of indecent exposure.

The woman who reported the incident said she was running on the trail and saw Whirley three times.

On the third sighting, she said, she saw him expose himself and begin to masturbate, according to the complaint.

Warrants were obtained at the time for his arrest, but he was not located until Friday, according to city police spokeswoman Lauren Cummings.
