Man charged in local crimes

WINCHESTER — A West Virginia man has been charged in three crimes involving robbery and grand larceny in Frederick County.

Larry Wayne Moreland, 22, of Augusta, is charged with maliciously releasing a dangerous gas and causing injury, robbery, grand larceny (accessory before the fact) and grand larceny of a firearm.

Moreland is being held without bond at the Northwestern Regional Adult Detention Center.

All of the crimes he is accused of took place in March, according to court documents.

The first came on March 11. It was reported the next day that someone had broken into a home in the 500 block of South Hayfield Road and stolen a firearm worth $250. After a search warrant was issued in a different investigation for Moreland’s cellphone, investigators found a picture on his phone of the Ruger 9mm pistol reported stolen.

According to court documents, the photo — which showed the firearm’s serial number — was taken by Moreland’s phone at 3:31 a.m. on March 13.

The second crime was reported March 20.

According to a criminal complaint, the victim told deputies that a safe was taken from her residence containing multiple pieces of jewelry, coins, personal photos and documents as well as several bottles of medication.

The items were valued at more than $200, which would make the crime a felony.

During the course of a different investigation, Moreland became a suspect in the missing safe case and was questioned numerous times but denied any knowledge of a safe.

In a later interview, Moreland allegedly admitted to picking up another man at the residence with the safe, according to court documents.

That man, identified in the criminal complaint as Daniel Miller, came out to the car with something under a blanket, and when asked about it, he told Moreland he took the safe.

The investigation that led deputies to Moreland involved a strong-arm robbery reported March 25.

According to a search warrant filed March 26 in Frederick County Circuit Court, a deputy found the victim crawling in the 600 block of Rest Church Road — north of Winchester.

The victim said he was robbed by three white males and that he knew one of them.

He said he was contacted earlier in the day and was asked by the man he knew to provide marijuana for sale. He said he was picked up later that day by the three men at KFC, 885 Fox Drive off North Frederick Pike, and driven to a church off of Apple Pie Ridge Road.

The warrant states that he was then sprayed in the eyes by what he thought was pepper spray, and that the man in the front passenger seat of the vehicle took his belongings.

Items reported stolen were his gold watch — valued at $360, according to a criminal complaint filed in the case — a bracelet, $250 cash and a small amount of marijuana.

According to the complaint, the victim asked to be let out of the vehicle, but was denied.

The complaint states that the victim identified Miller in a lineup as the one who pepper-sprayed him and that Miller also told him to “give him everything” or he would “get his gun from the car.”

Miller, 19, of the 400 block of South Hayfield Road, was charged with robbery, abduction, use of a firearm in the commission of a felony, stealing property and maliciously releasing a dangerous gas and causing injury.

He also is being held without bond at the Northwestern Regional Adult Detention Center.

Both men are scheduled to appear separately at 2:30 p.m. May 28 in Frederick County General District Court.
