Happy birthday, Mr. Rouss

Winchester Mayor Elizabeth Minor offers a cupcake to Jeff Webber near the Italian white marble statue of Charles Broadway Rouss in the front hall of Rouss City Hall on Monday. It was Rouss Day at City Hall, honoring one of the city's early benefactors. Several city employees provided the cupcakes and tours of City Hall were offered in the afternoon.
