Man held after alleged rape

WINCHESTER — A 20-year-old Stephens City man is being held at the local jail without bond after allegedly raping a 14-year-old girl.

Matthew Bell, of the 100 block of Dickenson Court, is charged in the Saturday incident with rape, carnal knowledge, forcible sodomy and aggravated sexual battery.

He appeared Tuesday via video in Frederick County Juvenile and Domestic Relations District Court and was ordered to remain at the Northwestern Regional Adult Detention Center without bond.

According to a criminal complaint filed in the case, Bell met with a 14-year-old Frederick County girl at her residence sometime in the morning and forced her to give him oral sex.

Bell then had sex with her, the complaint states.

The girl told Bell to stop and that it hurt — at which time he stopped, but then immediately began again, according to the complaint.

He is expected back in court on the charges at 11:30 a.m. April 15.
