WINCHESTER — A robbery suspect accused of threatening a man with a box cutter and a man accused of throwing items, including a safe, at police during a high-speed chase were among the people indicted Thursday by a Frederick County grand jury.

The alleged robbery occurred on Jan. 4, according to a criminal complaint written by Deputy Eric C. White of the Frederick County Sheriff’s Office. Complainant Samuel Thomas Tripplett Jr. said he was riding in a car with two men, one of whom got angry with him, causing Tripplett to get out of the car and begin walking in the 3500 block of Valley Pike (U.S. 11)

Tripplett said the driver followed him and pulled in front of him, then a man got out of the car and chased Tripplett while carrying a box cutter, the complaint said. Tripplett said the man shoved him to the ground, pushed him against a wall and stole $90 from him.

White stated in the complaint that surveillance video from a neighbor’s home confirmed Tripplett’s story. White said he recognized the robber in the video as Joseph David Dolly II, and the car in the video resembled a red 1998 Mercury Sable belonging to Dolly. The 24-year-old Dolly, of the 100 block of Haven Terrace in Frederick County, was charged with robbery.

The chase occurred about 11 a.m. in the 700 block of Fairfax Street, according to the Sheriff’s Office call log. Deputy William M. Holman wrote in a criminal complaint that the chase reached a speed of 80 mph, but he didn’t identify the driver or say what started the chase. Sheriff’s Office spokesman Lt. Keith Covert didn’t return calls or an email seeking information on the chase on Monday.

During the chase, Holman said a passenger, who he identified as Todd Louis Stocking Jr., threw boxes, cups, pillows, shoes and a safe out of his vehicle. “Numerous items struck my vehicle,” Holman wrote. He said Stocking, who was wanted on a violation of a protective order charge, fled the car after the chase ended. Stocking, 21, of the 3000 block of North Main Street in Toms Brook, was charged with assaulting a police officer.
